The Second Quarterly Review Committee meeting of the year 2020--2021 RI District 3271 was held on Monday 14 September 2020 at MovenPick Hotel Karachi.

Minutes of the Meeting:
1) Trustee/National Chair Aziz Memon welcomed all the participants.
2) PP Iqbal Alavi initiated the session with Tilawat (verse from the Holy Quran)
Points made by the Trustee/ National Chair initiating the session:
Trustee/ National Chair opened the session and offered prayers for speedy recovery of PP Saleem Baloch, Member Polio Plus Committee Balochistan.
He welcomed PP Saleem Raza as new Zonal Coordinator, Balochistan. He expressed his high hopes for the new Zonal coordinator to work closely with EOC Balochistan and play a significant role in polio eradication in the province.
He also mentioned that this September, NIDs will commence from 21-27 September 2020, targeting vaccine derived cases. He added that the Novel vaccine will be available during the month to eliminate circulating derived virus from all areas.
The National Chair briefed the committee members on his meeting with the Federal Health Minister Dr. Faisal Sultan in Islamabad and Commissioner Karachi Dr. Sohail Rajput in Karachi. He said the Health Minister is very committed to the polio eradication program.
The meeting with Commissioner Karachi was also productive and "I requested the commissioner to hold a meeting before and after the NIDs. He agreed and I just received a fax from his office that the Karachi Task Force meeting will be held on 15th September 2020 in his office”.
Review of the last meeting proceedings
The minutes of the last review meetings were discussed and approved.
DGN Tehzeeb Kazmi joined the meeting via zoom. He said we will participate in coming NIDs. The National Chair emphasized to give more attention to Northern Sindh. He also said Rotary Club membership needs to be strengthened. He said PDG Saleem Rao is looking after Sukkur and Larkana Divisions and it would help if joint efforts are made to make this NID successful.
He further added that Central Pakistan which comprises Southern Punjab, Northern Sindh and Western Balochistan need more attention, as each of their borders meet. The migratory population passes through these areas. A focal person from WHO will soon be posted to oversee Central Pakistan.
Administrative coverage & LQAs of August 2020 SNID
PP Masood Bhalli discussed the low coverage during August SNID 2020. He said LQAs also are showing poor results. He suggested that we should discuss gaps and hurdles which are the main cause of low performance in the meeting.
Trustee/ National Chair said review of data will be on the top of the agenda. He asked PP Masood Bhalli to bring data and present current situation/ coverage/ challenges of the month in all coming Review Meetings.

PP Masood Bhalli also pointed out frequent transfer of EPI Directors Sindh and appointment of Additional Director on adhoc basis. The National Chair said he has already discussed this issue with the Minister Health Dr. Azra Pechuho and the matter will soon be resolved
Water Filtration Plants at Hyderabad
PP Masood Bhalli asked that two water filtration plants installed in Public School are not providing water to the adjoining communities.
Trustee/ National Chair informed that these two water filtration plants are catering to more than 4000 school children and residential colony of school staff. PDG Irfan Qureshi informed that to provide filtered water outside the school boundary may not solve the purpose because the surrounding area is posh locality and no one will take water from the plant.
PDG Irfan Qureshi informed that the plants are in good condition and functioning well.
Water Filtration Plants in Karachi
Project Manager PNPPC gave details of all water filtration plants and said they are in good condition. However due to recent heavy rains solar panels of two water plants at Jannat Gul and Jangal Goth UC 4 Gadap have been damaged badly and need replacement. Further in high risk areas of Muzafarabad Landhi, the plant is nonfunctional despite making effort including three time repairs of the plant in the last three years. The local Pashtun people are deliberately damaging the plant.
DGE Dr. Aftab Imam and PDG Irfan Qureshi offered their help to contact local influential of the area to save the plant.

Project Manager Asher Ali also informed that the recently installed water filtration plant at Police Head Quarters is not only serving to the hospital but also benefitting police HQ residential colony inside the premises.
Hand Washing Stations
Trustee/ National Chair gave details on the partnership with Bank Alfalah for providing ten Hand Washing Stations. He said these stations have been delivered to ten big hospitals of Karachi and now their installation is in process. The hand washing stations will be inaugurated once installation process is completed.
Resource & Team Support Centers Karachi
Project Manager gave detail of the working of Rotary supported centers. He said all are providing facilitation to polio workers and district polio teams. PP Masood Bhalli said he wants a meeting with our two coordinators to review the progress. It was decided that the meeting will be held tomorrow at 11. am on September 15 at PNPPC office. Ulema Workshops
Trustee/ National Chair asked PP Muhammad Ovais to contact Haji Hanif Tayyab, Chair NPPC Ulema committee to plan ulema workshops before each NIDs.

Vaccine Carriers
Trustee/ National chair informed all participants that NPPC has one policy for vaccine carriers ie; we make vaccine carriers on request of NEOC and will provide these vaccine carriers to NEOC for further distribution to provinces/ districts. We have issued one letter to all demanding vaccine carriers, to inform them of our policy. We cannot provide vaccine carriers to individual Rotarians.
In addition, WHO is providing 6,000 and UNICEF is providing 3800 Vaccine Carriers during the current month.
National chair pointed out that vaccine carriers are expensive items and it is not a part of our social mobilization budget. We have to ask IPPC for special permission to order for vaccine carriers; therefore they should be used properly. But despite several requests to provincial EOCs no one has provide us their inventories. He said during my meeting with the Health Minister Dr. faisal Sultan, I specifically pointed out to keep updated inventories and inform us accordingly.
National chair also said we will provide whistles for polio workers.
Face Masks
Rotary Club of Brampton Canada donated USD $5000 to purchase face masks in support of COVID 19 for polio front line workers. Total 27,776 masks will be purchased to fight against COVID 19. Currently 2500 face masks sent to all four zonal coordinators to give their respective EOCs.
PP Saleem Raza requested that Balochistan should be given more attention and requested for at least one water filtration plant and one hand washing station.
National Chair assured that we will provide one water filtration plant and once we extend our partnership with Bank Alfalah, a hand washing station will also be provided.
Balochistan Coordinator also requested for repair of PTP at Friendship gate at the Chaman border. He was advised to visit the site and get a complete cost estimate. If the cost is reasonable PNPPC may arrange its repair.
National Chair asked PP Saleem Raza to arrange his meeting with the Chief Secretary and EOC Balochistan as early as possible.

DG Dr. Farhan Essa was travelling and he joined the meeting via zoom just after his landing at airport. He was briefed about the important decisions of the meetings and focusing more on support to Balochistan. National Chair asked him to send emails to all presidents of Rotary clubs to participate in coming NIDs and request Chief Minister Sindh to inaugurate September NIDs.
Haji Hanif Tayyab, Chair Ulema Committee PNPPC joined the meeting through zoom. He said Ulema workshops are important for local communities and he showed his commitment to hold Ulema workshops in high risk areas of the country. A plan will be submitted to hold Ulema Workshops before the NIDs in October, November and December 2020.
